Dear Mr. Frazier:

     I am writing on behalf of the Georgia First Amendment Foundation.  We are an organization that seeks to advance the cause of open government and monitors freedom of information issues throughout this state.

     Mr. Doug Russell of Kennesaw has brought to our attention his concerns that the production of records made by DHR in response to his April 6, 1998 Open Records Act request was incomplete.  In particular he has expressed a concern that certain on-site notes were absent from the file and that only a partial copy of the Personal Care Home Inspection Report was made available to him.  He further indicated he was not permitted to inspect the original file, only copies, so certain documents were not legible.

     So that we can evaluate this matter further, we would appreciate an explanation if any portions of the records sought by Mr. Russell were not made available for his inspection.  Including a reference to any specific statutory exemptions upon which your department relied.
