     We have received a complaint from Jim Bartley, who alleges that the fee charged for Open Records included a retrieval fee for an employee who was not the lowest salaries employee able to retrieve the records requested.  His records request is attached.

     Please advise us on your position on this matter.  If Mr. Bartley was overcharged, we ask that a refund be made.  Thank you for your attention to this matter.
